Call meeting to order: Chair Williams called the meeting to order.
Pledge of Allegiance: Chair Williams led the Pledge of Allegiance upon opening the meeting.

Minutes of meeting held 4/9/2007:
Minutes were reviewed. Trustee Dever moved to approve the minutes seconded by Chairman Williams. Minutes were approved unanimously.

Fiscal Actions:
Payables were presented and reviewed. Trustee Dever moved to approve payment of the bills and was seconded by Chair Williams. Motion to pay bills approved unanimously.

Tim Richardson, assistant to the Trustees, reported several Accord Working Group meeting cancellations including finance, open space and town center plan work sub-groups.

Finance (townships represented by Attorney Don Brosius) continues to work with Franklin County Prosecutorís office on legal tools needed to formalize Accord inter-jurisdiction agreement.
The Town Center Plan sub-group has a second interview scheduled with an interested consultant team as a candidate for the RFP preparation task. Mr. Richardson answered questions regarding the importance of the contents of the RFP as it pertains to the New Town Master Plan consultant selection process.
The minutes of the Accord Zoning Working Group meeting held April 11, 2007 were distributed. Work by the participating jurisdictions to develop a schedule of the Accord Advisory Panel for the review of their respective development applications within the Big Darby Accord Planning Area was cited.

Upcoming meetings include the Accord Working Group meeting Wednesday, April 25 9:00 a.m. and the May 8, 2007 Accord Advisory Panel meeting at Franklin county Development, 280 East Main St., 1:30 p.m., West Conference Room.

General discussion of Transfer of Development Rights (TDR) and potential use in Darby Accord planning area occurred after an audience member raised the issue. Rep. Wolpert has introduced TDR enabling legislation for consideration by Ohio Legislature. Chair Williams added TDR is a tool people can use on many Tax Incremental Finances (TIFís) but does not have to be used by everyone. It is an individual decision to do so.

Old Business:
Resolution #0423 to purchase and install an emergency siren was presented to appropriate funds as follows:

WPS 4004 Siren $15,400.
50í utility pole 700.
Installation 3,300.
Misc / fees 600.

Chair Williams moved to adopt the permanent appropriations to be dispersed on or before fiscal year end December 31, 2007. Trustee Sayre seconded the motion. All trustees signed their approval and the motion carried.

The siren is expected to be installed near the vicinity of Cole/Feder roads.

The new John Deere mowing tractor has arrived and will be delivered after the equipment is exchanged from the previous tractor.

Trees have been replaced and grading will begin on the mound behind the firehouse.

The keyless entry has been installed at the township hall. Operation instructions will be presented to all parties making use of the facility by Fiscal Officer Bloxam.

The 3 pt blade no longer used by the Township and other misc. items with a value of less than $2,000. may be sold to individuals without public notice as outlined in the Ohio Township Law section 505-10. A value will be determined on the blade and other misc. items and sold as approved by the trustees.

New Business:
The City of Columbus Public Service Department requested review and approval of the trustees to remove 27 licensed registrations that were incorrectly reported to be located in Brown Township. The trustees reviewed the list and all signed their approval to remove those listed as Brown Township residents.

The office copier quick working and Fiscal Officer Bloxam presented a quote of $478.00 + to repair the unit. The trustees requested Bloxam to research the cost of a new printer verses repairing the existing copier that has needed repair three times within the last 4 months. Bloxam will present quotes at the next meeting.

Trustee Dever moved to adjourn the meeting. Trustee Sayre seconded the motion. The meeting was adjourned at 9:00 p.m. following a unanimous vote. Pam brought a birthday cookie for Barb and coffee and cookies ended the evening.
