Call meeting to order: Chair Williams called the meeting to order.
Pledge of Allegiance: Chair Williams led the Pledge of Allegiance upon opening the meeting.

Minutes of meeting held 3/26/2007:
Minutes were reviewed. Trustee Sayre moved to approve the minutes seconded by Trustee Dever. Minutes were approved unanimously.

Fiscal Actions:
Fiscal Officer Bloxam presented 2007 Appropriations certificate from the office of the Franklin County Auditor Budget Commission.

Payables were presented and reviewed. Trustee Dever moved to approve payment of the bills and was seconded by Trustee Sayre. Motion to pay bills approved unanimously.

Dave Long, Norwich Township Fire Chief, provided a summary for the EMS and fire runs that occurred from the Brown Township firehouse for March, 2007. There were 6 EMS and 4 fire for a total of 10. This was the lowest activity reported since January, 2004.
Fuel usage was also reported for portions of February and March.

Tim Richardson attended and reported on the Open Space Advisory Council meeting. Their purpose is to advise the Big Darby Accord decision makers in achieving land conservation, open space and other environmental resources goals as outlined by the Big Darby Accord Master Plan. The group prepared a draft purpose statement to be presented to advisors and public officers.

Mr. Richardson attended the meeting of the Big Darby Accord Working Group, new town master plan sub-group. The group continues to interview candidates to select a consultant to assist in the development of the RFP. Mr. Richardson was asked by an audience member why the public is not invited to attend the meetings to provide input into the RFP.

Mr. Richardson explained the process is only in the beginning stages of selecting assistance for developing the RFP. He explained the complexities of the planning involved in building the New Town and the importance of professional input regarding utilities, development, transportation, traffic design, conservation and many other factors to consider. It will be the responsibility of the consultant to obtain infrastructure information from all agencies, public officials and professionals involved in these areas. So far, staff level meetings are occurring to facilitate the creation of the RFP. A “draft” RFP will be prepared with input from the public. Mr. Richardson reported everything involving this process is being reported as will future process and progress. Brown Trustees must, as will other participating jurisdictions, make their final decision on the RFP before it is sent out to consultants.

Old Business:
Trustee Sayre reported the newsletter was complete and will be distributed to township residences within the week.

Trustee Dever motioned to approve the purchase of a siren for the approximate area between Jones and Cole Roads extending over towards the Hardwoods area. Trustee Sayre seconded the motion. The installation location is yet to be determined.

Trustee Dever reported the Franklin SWCD is digging in the Langton Rd / Abbey Chase area to inspect the existence or quality of drainage tile. He is working in conjunction with them to determine if inadequate/broken tile in the area may be causing a water drainage problem. He will continue to update the progress at the next meeting.

Trustee Sayre moved to nominate Mr. Joe Martin to represent Brown Township on the advisory panel of the Big Darby Accord Working Group. Trustee Dever seconded the motion. Joe Martin served as chair of the Ag. Preservation Committee for Brown Twp. as well as chair of the Brown Twp. Comp. Plan Committee. Gary Dever seconded. Motion approved unanimously.

Chair Williams requested a progress report on the trade of a John Deere tractor. Paperwork is in process to complete membership with the State of Ohio Dept of Administration Cooperative Purchase plan. Upon completion the transaction can continue. Fiscal Officer Bloxam anticipated completion and delivery by the end of the month.

New Business:
An audience member asked what the township planned to do with a snow blade that has been on location for several years. He is aware of a non-profit service agency that could make use of the snow blade. Trustee Dever does not think the blade can be used by current township equipment for snow removal and has not been in service for many years. Further research will be done to determine the use and possible disposable/donation of the blade.

Trustee Dever moved to adjourn the meeting. Trustee Sayre seconded the motion. The meeting was adjourned at 9:00 p.m. following a unanimous vote.
