Call meeting to order: Chair Sayre called the meeting to order at 7:30 p.m.

Pledge of Allegiance: Chair Sayre led the Pledge of Allegiance upon opening the meeting.

Minutes of meeting held July 17, 2008:
The minutes were reviewed by the Trustees. Trustee Dever made a motion to approve the minutes seconded by Trustee Williams. All voted to pass the motion unanimously.

Fiscal Actions:
Bills were presented for payment. Trustee Williams moved to approve payment of the bills seconded by Trustee Dever. Action to pay bills approved unanimously.  Receipts for the month of July were $21,265.15 and expenditures were $16,604.96 resulting in a bank balance of $1,976,511.91.

Reports:
Franklin County Sheriff Officer Goodrich reported no significant criminal activity in July.

Elizabeth Clark, Asst. to Board of Trustees, was not present but the following report was provided to the Trustees:

Big Darby Accord Zoning Group
The Zoning Group met on August 6 and continued discussions on the proposed conservation development regulations. The group will meet next on August 20. The hope is that the group will be able to meet every two weeks until a draft regulation has been prepared, followed by review by a broader group of stakeholders.

Big Darby Accord Revenue Raising Group
The revenue concept endorsed by the Revenue Raising Group continues to be discussed with jurisdictional officials. A small group working on the proposed intergovernmental agreement continues to meet. Briefings on the revenue concept have been provided representatives of the Building Industry Association, representatives of conservation organizations, and the Franklin County Engineer. The small group has agreed to try to prepare a cost estimate of the items defined as “Big Darby purposes.”

NPDES Permit Meeting
Brown Township will host the Franklin Soil and Water Conservation District’s annual NPDES permit meeting with township personnel on Thursday, August 21 at the township hall.

Mr. Paul Wenning and Emily Weber of NPSED, National Pollutant Discharge Elimination System, presented Soil & Water conservation updates. Discussions included update requirements for permits. They also discussed conservation methods and practices. Literature was passed out and is available at the township office.

Old Business:
Trustee Dever requested Barb to arrange to have the dumpsters removed/relocated before the parking lot construction begins.

AEP has not contacted the trustees regarding relocation of the electric pole. Barb will make more phone calls.

A draft noise ordinance currently adopted by Prairie Township was obtained from Loveland & Brosius law firm. The trustees reviewed the ordinance and a draft copy was distributed to the audience. After inserting partial deletions and additions that the Trustees and audience members thought would pertain to Brown Township, the Trustees will submit the modified version to Loveland & Brosius for further review and will request their presence to discuss the draft ordinance at the next meeting to be held September 15, 2008.

Trustee Sayre asked Officer Goodrich to also review for any suggestions from his point of view. The trustees noted several changes and discussed the possibility of another review at the next meeting.

Trustee Dever request a report regarding the drainage on Morris Rd. Harold Jerman reported a tree had blocked the tile in the Morris Rd. area. He suspects this was the cause of poor drainage during the Spring rains. He commented we will have to see what prevails when heavy rains return.

Art Baker from Franklin County Emergency Management and Homeland Security division reported the siren located on Amity Rd. has been inspected and is working properly after a resident in the area reported the sound appeared to be muffled.

Trustee Dever reported the construction had been completed by Earthcraft on Langton Rd.

Trustee Williams reported additional work was going be needed due to sub-soil failures. Trustee Dever made a motion to approve up to $9,000.00 for inspection and testing of the parking lot. Trustee Williams seconded and all trustees voted to pass the motion.

New Business:
A letter from Ann Bell, a Cole Rd. resident was read by the trustees. The letter contained complaints regarding snow, removal grass mowing, a pot hole in the road and deterioration of the culvert going under the road. Trustee Dever and Trustee Williams said the would inspect the culvert. Barb said she would have the pothole fixed. Trustee Dever reported the mowing and snow removal delays were caused by machinery malfunction, a snow plow getting stuck in a ditch to avoid hitting a dog that ran in front of the truck and Spring rains making many ditches too wet to mow immediately.

Time Warner sent a certified letter requesting completion of a resolution regarding franchise fees. After the Trustees review, they decided to table the decision after legal advice. They will discuss the issue at the next meeting.

Some audience members reported un-mowed properties and asked the Trustees for advice. Barb agreed to contact the Franklin County Board of Health and request inspections of the sites.

Adjournment:
With no further business, Trustee Williams motioned to adjourn the meeting, seconded by Trustee Dever. The meeting was adjourned at 10:25 p.m. following a unanimous vote.
