In Attendance:

Call meeting to order: Chair Williams called the meeting to order at 7:32 p.m.

Pledge of Allegiance: Chair Williams led the Pledge of Allegiance upon opening the meeting.

Minutes of meeting held 11/26/2007:
Trustee Sayre moved to approve the minutes. Trustee Dever seconded the motion and the minutes of the meeting held 11/26/2007 was approved unanimously.

Fiscal Actions:
Fiscal Officer Bloxam distributed the 2008 budget and requested trustees to review and mark any changes they wished to discuss at the next meeting in order to approve the budget for 2008.

Trustee Dever moved to approve payments of the bills reported. Seconded by Trustee Sayre. The motion to approve payment of bills was approved unanimously.

Robert Kauffman, Assistant fire chief reported renovations were in process downstairs in the kitchen. He reported normal emergency activity at the Walker Road firehouse. The construction for the new firehouse remains on schedule.

Exec. Assistant to the Trustees, Elizabeth Clark, presented the following:

Town Center Master Plan
The Town Center Master Plan Request for Proposals (RFP) was released to potential consultants on November 26. Proposals are due on January 18. The client group will meet again soon to make decisions about the selection process. Cost-sharing for the Town Center Master Plan has been altered to a formula in which the City of Columbus will contribute $50,000, the two townships will contribute a maximum of about $84,000 each, and the Franklin County Economic Development and Planning Department will contribute the rest of the estimated $500,000 cost.

Open Space Advisory Council
The Big Darby Accord Working Group has reached a tentative conclusion on selection of an agency to staff and manage the Open Space Advisory Council on a volunteer basis. That decision will be finalized over the next couple of weeks.

Revenue-Raising Group
A meeting of the Revenue-Raising Group, including attorneys working with the various jurisdictions, will be held on December 18 to discuss the role of the proposed annexation agreement in memorializing revenue decisions.

Big Darby Accord Advisory Panel
The Big Darby Accord Advisory Panel will meet on December 11 to hear a presentation from staff on the development process and the Panelís role and position in it.

Big Darby Accord Working Group
The Big Darby Accord Working Group met on November 28 and heard updates from the other groups.

Franklin County Commissioner Marilyn Brown
Trustee Sayre and I met with Franklin County Commissioner Marilyn Brown on December 4. Commissioner Brown expressed her support for the Big Darby Accord and the role of the cooperating governments in bringing it to fruition.

Old Business:
Janelle Thomas presented plans for the improvement of the playground located at Homestead Park and asked the trustees to consider contributing to the cost of $125,000.00 for this project along with Norwich and Washington townships.
Trustee Dever suggested consideration of the request and later discussion. The other trustees concurred.

Chair Williams suggested reviewing at least 3 quotes for a new heating system for the 2491 building. He also would like to review data regarding the advantages of having a heat pump back up to decrease utility costs.

Harold Jerman reported the holes resulting from surveying last summer were filled on Morse Rd.

New Business:
The meeting schedule for 2008 was discussed and it was determined future meetings held in 2008 will beheld monthly on the third Tuesday of each month.

With no further business to discuss, Trustee Sayre moved to adjourn the meeting. Seconded by Trustee Williams. The motion to adjourn passed unanimously. The meeting was adjourned at 9:10 p.m.
