Call meeting to order: Chair Williams called the meeting to order at 2:10 p.m.

Pledge of Allegiance: Chair Williams led the Pledge of Allegiance upon opening the meeting.

Minutes of meeting held 12/10/2007:
Trustee Sayre moved to approve the minutes. Trustee Dever seconded the motion and the minutes of the meeting held 12/10/2007 was approved unanimously.

Fiscal Actions:
Trustee Sayre moved to approve payments of the bills reported. Seconded by Trustee Dever. The motion to approve payment of bills was approved unanimously.

Reports:
The report provided by Exec. Assistant to the Trustees, Elizabeth Clark, was read and reviewed by the Trustees.

Town Center Master Plan
The Town Center Master Plan Request for Proposals (RFP) was released to potential consultants on November 26. Proposals are due on January 18. The client group will meet again on January 11 to make decisions about the selection process.

Zoning Group
The Zoning Group met on December 11. Conservation development regulations were listed as the top priority for new work in 2008. Concurrently, the townships and county will be working together on a case study for regional alternative wastewater treatment systems. Franklin County’s proposed stream setback regulations have been held at the Franklin County Rural Zoning Commission (RAC) after recommendations of approval from the Big Darby Accord Advisory Panel and the Franklin County Planning Commission in the summer. The proposal was scheduled to be heard at the December 20 RZC meeting which was cancelled due to lack of quorum. It is now scheduled to be heard at the January 17 meeting.

Open Space Advisory Council
The Big Darby Accord Working Group selected Mid-Ohio Regional Planning Commission (MORPC) to staff and manage the Open Space Advisory Council on a volunteer basis. MORPC staff made a brief presentation at the December 19 Big Darby Accord Working Group meeting. The next step is a letter of invitation to serve on the Council and an organizational meeting of the group to be held at MORPC in the first quarter of 2008. Those invited to serve on the Council will be the organizations identified in the Accord – Metro Parks, Franklin Soil and Water Conservation District, The Nature Conservancy, Ohio Department of Natural Resources, National Resource Conservation Service, The Ohio State University Extension Service, and local jurisdictions. At its December 19 meeting, the Big Darby Accord Working Group decided to expand the Council by inviting participation of the Building Industry Association of Central Ohio, the Ohio Environmental Protection Agency, and the American Farmland Trust.

Revenue-Raising Group
A meeting of the Revenue-Raising Group, including attorneys working with the various jurisdictions, was held on December 18 to discuss the role of the proposed annexation agreement in memorializing revenue decisions. It was agreed that Greg Stype will provide a one-page list of revenue decisions to be incorporated into the agreement and Don Brosius’ office, in cooperation with the Franklin County Prosecutor’s Office, will draft material for review by the Revenue Group at its next meeting on January 29.

Alternative Wastewater Treatment Systems
Work on a regional alternative wastewater system case study has been postponed until January because of work load in the Franklin County Sanitary Engineer’s Office.

Big Darby Accord Advisory Panel
The Big Darby Accord Advisory Panel met on December 11 and heard presentations on the development process and the Panel’s role and position in it and began consideration of making changes to the use of the checklist and staff report and of making changes to the items in the checklist. Input on the latter two items is due to staff by January 8. Also, on January 8, the Panel will meet in its annual organizational meeting. Beginning in February, Panel meetings in 2008 will be held at 373 S. High St., in Meeting Room A on the First Floor at 1:30 p.m. on the second Tuesday of each month.

Big Darby Accord Working Group
The Big Darby Accord Working Group met on December 19 and heard updates from the other groups as well as a presentation from Mid-Ohio Regional Planning Commission on its intended approach to staffing and management of the Open Space Advisory Council.

Old Business:
Trustee Dever reported the septic and sewer system was scheduled to be inspected to determine proper operation.

Trustee Sayre handed out updated materials regarding a records retention schedule and public record keeping. After discussion and review, Chair Williams made a motion to accept the policies as corrected. Seconded by Trustee Sayre. All trustees voted yea to adopt Resolution 122707 “Brown Township 2008 Public Records and Record Retention Policy”. A copy will be made available on the township website in late January.

The 2008 budget was reviewed and Chair Williams made a motion to accept the 2008 preliminary budget as written for the period of Jan thru March 31, 2008. He suggested at that time, after reviewing the expenditures for the first quarter, revisions may be needed. The motion was seconded by Trustee Dever and passed unanimously.

Property insurance coverage and policy was reviewed for renewal. Fiscal Officer Bloxam suggested gathering quotes from various companies to compare coverage and costs. Trustee Dever made a motion to continue with the current coverage through February 28, 2008. Trustee Sayre seconded the motion. The motion carried unanimously. Presentations from two insurance agencies are scheduled to be presented at the February 19th meeting.

New Business:
