Call meeting to order: Chair Sayre called the meeting to order at 7:30 p.m.

Pledge of Allegiance: Chair Sayre led the Pledge of Allegiance upon opening the meeting.

Minutes of meeting held June 16, 2008:
The minutes were reviewed by the Trustees. Trustee Sayre said correction was needed where her name was listed incorrectly. After the correction was noted, Trustee Dever made a motion to approve the minutes seconded by Trustee Williams. All voted to pass the motion unanimously.

Fiscal Actions:
Bills were presented for payment. Trustee Williams moved to approve payment of the bills seconded by Trustee Sayre. Action to pay bills approved unanimously. Receipts for the month were $30,035.50 and expenditures were $27,824.19 resulting in a bank balance of $1,973,800.65.

Reports:
Franklin County Sheriff Officer Goodrich, reported a theft on Scioto Darby Rd. reporting a loss of approximately $500.00 and another occurring on Elliott Rd. resulting in the theft of a laptop computer. All other calls resulted in home owners setting off own alarms.

Elizabeth Clark, Asst. to Board of Trustees, was not present but the following report was provided to the Trustees:

Big Darby Accord Zoning Group
The Zoning Group met on June 18 and July 16 and continued discussions on the proposed conservation development regulations. The group will meet next on August 6.

Big Darby Accord Working Group
The Big Darby Accord Working Group met on June 25 and heard reports on other activities. There will be no meeting in July.

Big Darby Accord Open Space Advisory Council
The Big Darby Accord Open Space Advisory Council met on June 26 and heard presentations on available funding options for acquisition of open space, heard updates on programs and initiatives, reviewed the draft open space map, and provided jurisdiction updates.

Big Darby Accord Revenue Raising Group
The revenue concept endorsed by the Revenue Raising Group continues to be discussed with jurisdictional officials. A small group working on the proposed intergovernmental agreement continues to meet. A briefing on the revenue concept has been scheduled with the Franklin County Engineer.

Old Business:
Trustee Dever requested a report from Harold Jerman regarding suggestions and projected costs to improve drainage along Morris Rd. and properties within the area. Harold reported his initial estimate would be around $3,000. - $5,000. dollars but is not sure yet. Trustee Dever suggested the use of cameras to view existing tiles. He reported it would be possible to view 1,600 feet, the length of the cable. Harold and Trustee Dever suspect corn stalks may have washed into the tiles during the heavy Spring rains. Updates will be presented at the next meeting.

Trustee Dever reported a receipt of a recall regarding a function of a computer for the 2006 International 7000 truck. It will be scheduled for service with Center City. Trustee Dever also met with Jerry from Kaufenberger to inspect the excessive metal wear resulting in the use of the snow blade. He will report the results at the next meeting.

The duct work has been completed by Atlas Butler and all systems are currently operating with no problems.

Trustee Williams asked Barb to arrange for removal of dumpsters when construction of the parking lot begins in mid August.

Rescue Rooter was contracted to determine and fix the current septic system problems. Mr. Tim Martin employed by Rescue Rooter reported the existing pump was insufficient and non-working. The pump was replaced and the system is currently working. Fiscal officer Bloxam reported the company offered several maintenance plans and suggested Mr. Martin present the information at the next meeting. The Trustees expressed interest in the plans and arrangements will be made for their presentation.

New Business:
The Trustees welcomed a new resident in the township, Beth Brooks, who recently moved on Davis Rd.

A resident of Morris Rd. reported drainage problems are getting worse every year along the road and properties located in this area. Trustee Dever again reported efforts are being made to determine the cause of the drainage problems. Harold Jerman supported these statements and further discussions resumed regarding routes and sizes of clay tiles. Trustee Williams and Trustee Dever agreed to inspect the reported areas.

Fiscal Officer Bloxam reported the Builders Exchange located in Cleveland requested a list of the bidders for the parking lot construction project. The Trustees requested Barb to go ahead a send the list. The bidders list reported was Dumar/Huntson; McMillen Paving & Sealing, Inc.; Strawser Paving Co., Inc.; John Eramo & Sons, Inc.; M & D Blacktop Sealing; Chemcote; B & C Blacktop Sealing, Inc. and Decker Construction Co.

Trustee Dever received a complaint from a resident regarding riding horses along the Scioto Darby road area. A property owner in the area told the rider to avoid riding on their property. A discussion regarding the boundaries of the right-of-way followed. It was suggested the area between the utilities and the berm of the road may be permissible, but it was suggested the resident contact Mr. Jim Jewell at 614-462-3036 with Franklin County, Private Development.

Adjournment:
With no further business, Trustee Williams motioned to adjourn the meeting, seconded by Trustee Dever. The meeting was adjourned at 8:42 p.m. following a unanimous vote.
