Call meeting to order: Chair Williams called the meeting to order at 7:30 p.m.

Pledge of Allegiance: Chair Williams led the Pledge of Allegiance upon opening the meeting.

Minutes of meeting held 10/26/2007:
Trustee Dever moved to approve the minutes. Trustee Williams seconded the motion and the minutes of the meeting held 10/26/2007 was approved unanimously.

Fiscal Actions:
A report of bills to be paid upon check printing capability was submitted by Fiscal Officer Bloxam. Trustee Dever moved to approve payments of the bills reported. Seconded by Trustee Williams. The motion to approve payment of bills was approved unanimously.

Reports:
Norwich Township Fire Department Assistant Fire Chief Robert Kaufman distributed monthly emergency run and fuel report statistics.
He also reported building renovations were underway at the Avery Road location fire house.

Exec. Assistant to the Trustees, Elizabeth Clark, presented the following:

Big Darby Accord Advisory Panel
The Big Darby Accord Advisory Panel met on October 9 and reviewed and recommended approval of adjustments to the Prairie Township Comprehensive Plan to bring it into compliance with the Big Darby Accord. Panel members also discussed refining their meetings to focus more closely on the role identified for the Panel in the Accord document. Staff is working with the Panel to clarify the role and to provide to the chair and Panel members tools to facilitate consideration of cases.

Revenue-Raising Group
A sub-group of county and township representatives met with consultant Greg Stype on October 18 to discuss revenue issues of special interest to them, particularly township fire levies and social service agency levies of concern to the County Commissioners. A proposal developed during that meeting that would protect township fire levies will be discussed with the County Commissioners and presented to the Revenue-Raising Group when it next meets on November 15.

Alternative Wastewater Treatment Systems
County and township representatives met with representatives of the Building Industry Association of Central Ohio on October 26 to begin dialogue about creation of regional alternative wastewater treatment systems to handle proposed conservation development in the Big Darby Accord area. The next step is to work through a theoretical example to understand the details of what is needed and to help anticipate any roadblocks. Collaborating on that case study will be the Franklin County Sanitary Engineer’s Office and the Economic Development and Planning Department, along with Brown and Prairie Township representatives. We anticipate meeting within two weeks to discuss the area chosen for the exercise. BIA representatives with experience in designing these systems agreed to continue to work with the group.

Open Space Advisory Council
Expressions of interest to staff and manage the Open Space Advisory Council have been received from Mid-Ohio Regional Planning Commission, The Nature Conservancy, Metro Parks, Ohio EPA, and Franklin Soil and Water Conservation District. It is anticipated that two or more groups may choose to work together. Proposals are due by November 21 and are to be submitted to Elizabeth Clark at the Brown Township office.

Town Center Master Plan
The first draft of the Town Center Master Plan Request for Proposals (RFP) has been reviewed and refined in response to comments from the client group and the Town Center Procurement Committee which met on October 17. A second draft is expected within a few days for additional review and refinement. The client group will meet again on October 31 and finalize details of releasing the RFP. It is anticipated the RFP will be released by mid-November.

Big Darby Accord Working Group
The Big Darby Accord Working Group met on October 24 to hear and discuss updates from the other sub-groups.

Old Business:
There was a discussion whether the tornado siren has been installed at the Cole Rd/I70 location. Trustee Dever will research to confirm.

Trustee Dever reported the equipment has been serviced and is ready for snow and ice removal.

Trustee Dever reported the furnace was not working at the Township Hall on November 6, 2007 on election day. Fiscal Officer Bloxam contacted Tim Martin and the repair was completed promptly early that morning.

New Business:
Trustee Dever reported there will be an upcoming case involving Brown Township on the Zoning Appeals agenda involving a large building being erected without proper permits. It is expected the board will negotiate the size of the building downward.

Trustee Williams addressed a letter received from Washington Township requesting a donation to support the playground areas and equipment at Heritage Park. He moved to table this request and Trustee Dever seconded the motion. The motion carried unanimously.

Trustee Williams moved to approve to renew the officers membership to Sam’ s Club. The motion was seconded by Trustee Dever and carried unanimously.

Adjournment:
With no further business to discuss, Trustee Dever moved to adjourn the meeting. Seconded by Trustee Williams. The motion to adjourn passed unanimously. The meeting was adjourned at 8:25 p.m.
