Call meeting to order: Chair Williams called the meeting to order at 7:30 pm.
Pledge of Allegiance: Chair Williams led the Pledge of Allegiance upon opening the meeting.
Minutes of meeting held 9/28/2007.
Chair Williams requested to include vendor names and proposal or payment amounts within the minutes. Fiscal Officer Bloxam acknowledged the request and will correct the minutes as directed. Trustee Dever moved to approve the minutes as corrected and was seconded by Trustee Sayre. Minutes as corrected approved unanimously.
Trustee Sayre made a motion to approve the payables as presented. Seconded by Trustee Dever. The motion to approve payment of bills was approved unanimously.
The following report was presented by Executive Assistant to the Trustees, Elizabeth Clark:
The revenue-raising group meeting scheduled for October 10 has been cancelled because the consultant has not completed the case study for discussion. It remains the intent of county and township interests to meet with the consultant to discuss his research and the case study together before the meeting of all of the partner jurisdictions.
I met with Jefferson Township Administrator Ellen Walker to discuss the conservation development regulations in place there and to tour the results. Those regulations will be considered as the partner jurisdictions work to finalize conservation development regulations appropriate for the Big Darby Accord area.
Alternative Wastewater Treatment Systems
I met with Jim Schimmer, Tom Shockley, and Tracy Hatmaker to discuss creation of alternative wastewater treatment systems regulations for use in the Big Darby Accord area. Mr. Shockley said he believes the recently adjudicated Ohio EPA regulations are adequate and that Franklin County simply needs to clarify its submittal requirements. We also discussed the possible use of regional systems instead of a system for each individual development. It was decided to meet with representatives of the Building Industry Association of Central Ohio to explore the issues.
Open Space Advisory Council
Requests for proposals to staff and manage the Open Space Advisory Council were mailed to Mid-Ohio Regional Planning Commission, National Resource Conservation Service, Metro Parks, Ohio Department of Natural Resources, Ohio Environmental Protection Agency, The Ohio State University Extension, Franklin Soil and Water Conservation District, and The Nature Conservancy. Proposals are due to be returned to me at the Brown Township address no later than November 21.
MORPC Population Estimates
MORPC has released its January 1, 2008 population estimates for jurisdictions in its planning area. Copies of the materials have been copied and distributed to you. Any corrections are due to MORPC by October 10.

The unused blade was sold to Harold Jerman for $200.00.
Chair Williams presented a quote from Chemcote, Inc to repair 235 sq. yds. of asphalt located in the left rear of the front parking lot for $13,618.00. He suggested consideration of repairs to be held next year.
Chair Williams suggested consideration of placing an order for road salt with the Franklin County Engineers to prepare for winter preparation of township roads.
Trustee Sayre made a motion to prepare a purchase order for this purpose. Chair Williams requested to wait to determine approximate cost and requested history of orders and payments for review by the Trustees. Fiscal Officer Bloxam will reply to the request.
The Trustees reviewed the proposed purchase of a parcel on Amity Road by the Metro Parks. Trustee Dever asked if anyone knew what they plans were for this land. No one knew but Trustee Sayre said she would make some calls to attempt to find out what the future plans were for this property.
With no further business to discuss Trustee Sayre motioned to adjourn the meeting seconded by Trustee Dever. The vote to adjourn passed unanimously and the meeting was adjourned at 8:30 pm.
